NEW DELHI: Congress leader Rahul Gandhi took a swipe at Prime Minister Narendra Modi on the issue of unemployment on Wednesday, saying the "Modi minar" was racing upwards at a breathtaking pace and terming it as a monument dedicated to "incompetence".
