The club have been locked in talks with the Welshman over a new deal for over a year, with Ramsey free to begin negotiating a pre-contract agreement with foreign clubs in January ahead of a summer departure.
Manager Unai Emery had been hopeful that Ramsey would be persuaded to stay, but now The Mirror report that a new contract is no longer on the table.
There is now an expectation around the Emirates that Ramsey will leave on a free transfer in the summer, depriving Arsenal of the £50milion transfer fee they could have demanded.
Both parties had been negotiating for months and Arsenal were confident of reaching an agreement, but talks broke down after a sudden change.
